I have been representing taxpayers, school districts and municipalities across New York State exclusively in the area of real property taxation for 20 years. My depth of knowledge and experience with New York's property tax system, Real Property Tax Law and property valuation techniques has resulted in millions in savings for taxpayers and governmental clients alike. My expertise in the traditional Article 7 assessment (valuation) arena has been applied extensively to many complex property types including power facilities (solar, wind, co-generation and landfill-to-gas power generation projects and various other utility properties), mini marts, supermarkets, big box stores, printing presses and newspaper buildings, warehouses, distribution and manufacturing properties, hotels, apartments, malls, golf courses, breweries, mines, timber properties, nursing homes, retail plazas, build to suit properties, parking lots and garages, cell tower and other mass communication properties, medical office suites, large private residences, farms, hunting camps, sports complexes and much more.
Beyond the numerous complex valuation matters I have successfully navigated throughout my career, I have also regularly counseled clients concerning property tax exemption issues using my vast knowledge of New York's 200+ exemption statutes. In particular, I have examined in depth New York's nonprofit educational, religious and charitable (nonprofit) exemption pursuant to Real Property Tax Law Section 420-a, and have used this knowledge to counsel many clients, from higher educational institutions to start-up churches and more through the statute's numerous complexities.
In addition, I have assisted clients concerning various property tax facets of PILOT projects, New York's tax cap, property tax foreclosures, and other types of matters where the real property tax law or the valuation of real property is at issue.
Because I am so passionate about my work, I give educational lectures regarding tax assessment issues at both the local and national levels.
